He is Sheikh Dr. Saleh bin Abdullah bin Hamad Al-Usaimi Al-Otaibi (1391 AH), a former member of the Council of Senior Scholars in the Kingdom of Saudi Arabia, a modernizer, scholar, musnad, author, imam and preacher.
