Optimization
1. Enhance the Technology effect about troops attribute.
2. Enhance the Power Plant effect.
3. Adjust General upgrade Exp.
4. Adjustment the UI of General.
Bug fixing
1: The guide arrow does not match the building upgrade menu button
2: Player can not directly search for the mission completion condition by the radar
3: Free button was hidden in the Guide process
4: The Commander icon disappears after unlocking
5: The Chat list sometime disappears
