Gujarat has been a leading State in providing access to water to the rural population by establishing village based Piped Water Supply Schemes (PWSS). Those are managed by the Pani Samitis established in each village. There is need for real-time monitoring of the performance of the Pani Samitis in terms of delivery of safe water to the villagers. A monitoring framework has been developed for that purpose, which identifies the parameters to be monitored and the frequency of capturing data. A web-enabled monitoring system has been developed for this purpose to process the data to be sent electronically by the Pani Samiti and to display the same in the website.

Data is captured daily, monthly and annually depending on the nature of the data. The daily report covers two broad streams of information, one on availability of water source and functioning of water works and the other on delivery of services to the people. The first one has five parameters namely, (i) Estimated /measured amount of water received during the day, (ii) Pressure of water received, (iii) Ground water abstracted during the day, (iv) Discharge of pump used for abstracting water and (v) Lowest recorded voltage during the day when pump was in running condition. The parameters for the other stream are (i) Total quantum of water supplied during the day, (ii) Type of water was supplied, (iii Disruption of water supply, if any, (iv) Reasons for disruption, if any and (v) If water had to be procured from other than the usual source.

The monthly data are captured in respect of 10 thematic areas. Those are: (i) Coverage of services by the Pani Samiti, extension of coverage, (ii) Type of water supply arrangement, (iii) Receipt of services from WASMO/GWSSB, (iv) Services delivered to the people, (v) Pumping operation and O&M, (vi) Institutional functioning of the Pani Samiti, (vii) Quality of water, (viii) Income of the Pani Samiti, (ix) Expenditure of the Pani Samiti and (x) Customer care services.

The annual report captures 6 parameters on status of the water table, training and capacity building and innovative work done by the Pani Samiti etc.

The dashboard provides a quick view of the status of functioning of the Pani Samitis including the status of submitting reports by them. The system provides an evidence based and real-time monitoring of performances of the Pani Samitis and also allows generation of various reports. The reports helps the Pani Samitis in knowing their performances and guiding for taking measures for improving the same. The higher level officials can assess comparative performances on various parameters including variation across Talukas and Districts/ Regions. Analysis of performance will help the Pani Samitis/Gram Panchayats, the managers and the policy makers for improving delivery of water supply services in the rural areas of Gujarat.
