HazAdapt: Disaster Info & Help

We update HazAdapt regularly to ensure the best experience interacting with emergency information when you need it most. In this update:

- Users are shown the age and password requirements for account creation on the Sign Up form
- We fixed text-wrapping at higher zoom levels
- We fixed a bug that prevented users from being shown the relevant information when tapping "Jump to Local Information"
- We did some under-the-hood updates to make the app faster and keep it modern
