1. Add infoService startup methods and permissions above android 8.0 to prevent APP starting CRASH for the second time
2. Fixed the problem that the test server won't run in circles when getting TestServer
3. Fixed crash when no wifi and mobile network
4. Fixed the problem that Android 9.0 will crash
5. Fixed After the picture is taken may provide other APP application without restarting
