When you rush things out sometimes things break =(

This release fixes a problem the build editor, and bundles a few changes I had prepped for the
next release. Hopefully rushing this one out didn't break anything else.

* Build view works again
* Warn when data displayed is live in JP but not yet in NA/KR
* Swap tag filtering to use intersection, not union
