Weblock - Manage PAC And Proxy

* database export - fixed possible crash when exporting large sets of rules,
* blocking now runs in a foreground task, so it’s not necessary to keep the app running in the backgroud,
* weblock will no longer restart Wi-Fi automatically. Please remember to restart manually to apply changes,
* added Weblock notification status in status bar
* added fast scroll for faster scrolling through long rule lists
* added support for Android 5.0
* other minor fixes and improvements
