Added Health Thermometer Service with two characteristics: Measurement Interval and Temperature Measurement. Devices can subscribe to notifications from Temperature Measurement and control the frequency of notifications by writing to Measurement Interval.

Added readable and writable Characteristic User Description Descriptor to:
- Battery Level (Battery)
- Temperature Measurement (Health Thermometer)
- Measurement Interval (Health Thermometer)
- Heart Rate Measurement (Heart Rate)
