Added
- Repeatable section summary with specific layouts for user & input widgets
- Permit attachments can be associated with any field

- Permit history is now available from app bar instead of the detail form.

Fixed
- The attachment number was not shown in observation detail view.
- Redraw issue for attachments in list view where the PDF icon was shown incorrectly.
