I got an email from Google telling me Heads-up was about to be removed because it didn't "provide prominent user facing disclosure before asking the user to enable the Device Administrator permission". So, now there's an additional warning before enabling that permission, and you'll have to stare at it for a least five seconds. As you might know already, you don't have to grant this permission unless you are affected by a very rare bug.
