Yet another QoL improvement update
Added:
- Added a notice if no charts is installed
- Added feature to browse to install chart
- Added refresh rate setting (replacing the old "Limit Refresh Rate" setting)

Fixed:
- Potentially fixed a bug where the game can start multiple times and causing the game to stuck
- Auto select last selected difficulty (if any) on chart workshop

Changed:
- Default speed changed from 3.5 to 4.5
