Upgraded Google Play Services Library according to Google requirements.

Now Google Play Services v 8.4.87 or higher as well as a compatible release of Google Play Games are required to access global tables.

The application will prompt to upgrade if necessary. With an a lower version or missing Google Play Services the application still runs, however using local tables only.
