Why do you need to start the speech in an attention getting manner? Because your primary goal is to get the attention of the audience and keep them engaged.
Most great books and movies start with some kind of attention getting scene. I call this a grabber.
Starting the speech right will help you get the results you're after. If you are after recognition, a raise, social status, an ovation, or a high grade, the strong start will assist you to achieve the results you are wanting.
As an award winning speaker, and someone with many noteworthy writing achievements, I have created a formula for speech writing. One of my fortes is how to start a speech.
Step 1. Choose a grabber.
Depending on the kind of speech, choose either a quote, a joke, or a question. Each speech has it's own goal reason and goal result. A persuasive speech and an informative speech would have completely different grabbers depending on what you want your audience to do after hearing your speech. If your goal is to get your audience to act, you might want to use a question or quote that is action oriented, motivational, or inspires people to act. A question is best used to cause people to think. A joke is a way to get your audience to drop their guard and open their minds to your message.
Step 2. Write Your Intro
Generally, after your grabber, you write an introduction. I usually keep the introduction semi-short. The introduction sometimes is a good way to tell your audience what you are going to tell them. Not all speeches should use that same kind of introduction, however. If you are wanting to surprise your audience with your information, and keep them intrigued, you may want to relay a story that corresponds with your topic.
Step 3. Write Your Speech
After you've put your grabber together and written your introduction, now you are ready to write the body of your speech!
Once you've written the body, of course, then you need your conclusion. After your conclusion is your closing. The closing is similar to the grabber because it seals the speech and causes your audience to think or take action.
