1. Android Studio update to v3.1，software target SDK update to v26.
2. Bluedict Get permission is updated,it will ask permission before running and will stop running in case of insufficient permissions.
3. Dictionary management is updated and beautified.
4. Dictionary download no longer using HttpClient , now changed using HttpURLConnection.
