Hokage (this term is literally a shadow of fire) is a Kage from the village of Konoha, a predicate awarded to village leaders.

The Hokage itself is recognized as the strongest shinobi or ninja in the village. In a source I read, if in the world Naruto recorded there were 7 Hokage (including Naruto as the last one at the moment).
