Added a new feature to allow substitutes the ability to message the school district on the job.
1. Unread message indicator on the list view of jobs , to indicate new message/response for previous message has been received by the substitute
2. Ability to communicate from the job details of Active job and read previous messages
3. Ability to send messages even on the Finished job by accessing the Messaging link on the job details
