New features and adjustments for all star systems:
1. When executing the Transfer and Attack commands, if an impassable condition is encountered during the departure phase, the movement will be halted and the consumed Action Point will be refunded.
2. When using the ship dispatching feature, the limit on maximum movement distance has been removed.
3. When Auxiliary Ships moor at a Sub-base, the Action Point cost has been reduced from 20 to 5.
