Improved Job Notifications

Customers who upgraded to new Android devices told us that Jobulator was no longer notifying them of new jobs as reliably as with their old devices.

With this release, we have updated the way Jobulator detects new jobs, so that on newer devices, you are notified on a timely basis, even when your device has been idle for awhile.
