⚫ A community service register is a register maintained in every Indian police station for a non-cognisable offence. If the offence is a cognizable offence, then a first information report (FIR) is created and registered. A CSR is also called a daily diary report or diary report.

⚫ What is the validity of CSR?

The CSR (Community Service Register) is a mere proof for lodging the complaint, so the validity of the CSR does not arise. The burden is on the Police to answer their higher authorities regarding the actions they taken on the CSR.

⚫ Can police take action without FIR?

Anyone who is either a victim of a crime, or has witnessed a crime or has information regarding a crime may file an FIR. An FIR is a written document that is filed by the police when you are a victim of a cognizable offence, i.e. an offence for which police can take action without prior court approval (a warrant).

⚫ When a FIR is lodged, a policer officer starts with investigating the matter. Whereas, when complaint is filed no investigation is done by the police officer until directed by the competent authority. At the first instance no cognizance is taken by the Magistrate until particular FIR is reported to him.

⚫ Can FIR be taken back?

Once the Fir is registered, FIR cannot be canceled. Even when the complainants urge for the same. It can be disposed of only as per the manner prescribed under the Criminal Procedure Code. When the Offender cannot be traced even after making all possible efforts, and there are no changes for finding him in the future.

The police will then give them a document with a date to appear in court. The document can also be mailed to the suspect.. In some cases, the suspect will have to comply with various conditions such as not contacting the victim or not going to certain places.
