Avoid ANRs in multiple places

Performance improvements

Remove initial Android screen orientation restriction for 'user landscape' - now takes whatever orientation is set for the device

Air unit list visible on carriers

Resolved map bounds restrictions on spectator-as-civ by removing restrictions entirely

UI doesn't crash if construction list changed while we try and select a queue entry that no longer exists
