Through the Homescreen:

Go to Home -> Tap and hold anywhere on the homescreen -> Tap on Set Wallpaper -> Choose Homescreen -> Tap on Live Wallpapers -> Select and tap SanrioTown - Live Wallpaper from the list -> Tap on Set Wallpaper

Or through the settings menu:
