Super Soldier disagrees with the new superhero regulations passed in Hero City! He leads his army of rebels to take down the city council and make them revise the superhero regulations. Captain Mega Star believes that negotiations can be carried out peacefully and heads out to suppress the rebels with Hero City's forces.

The rebels have secured significant resources and is made up of soldiers, robots, elites, and state of the art war machines. Their forces cannot be underestimated in strength.
