Government of Karnataka declared to form a Board for overall development of Heritage sites in and around Basavakalyan on 1.11.2003. For this purpose government has appointed a Special Officer. He visited and studied all the places in and around Basavakalyan and in this regard he visited and discussed with the local elected members of municipal council, Taluk Panchayat, Zilla Panchayat and legislative assembly and Senior Officers of Bidar District. After having discussions with the all he submitted his conclusion report to the government in January 2004.

The Government of Karnataka has accepted his report and turned it as an Ordinance by getting approval of the Governor of Karnataka on 10.11.2004. Later , the Ordinance has turned into a Bill and submitted for the approval of the both houses of Assembly. After getting the approval in assembly houses, it is approved by the Govrnor of Karnataka on 02.04.2005 as Basavakalyan Development Board Act-2005 and finally on 10.07.2005 The Basavakalyan Development Board Act-2005 set into force by gazette.
