CLOSE and REJECT do an additional prompt with “YES” and “NO”

Unsuccessful uploaded deliveries will now upload once the user Synchronizes again

o When user synchronizes, all unsuccessful deliveries will be re-tried and processed
o If the deliver has been successfully uploaded the status of the delivery will change to “CLOSED*”
