TNGOs :: It was during the Regime of the Nizam VII that the Government Employees of Hyderabad State have formed a service organisation to strive for the welfare of all the employees in the state, under the title.

And the said service organisation was recognised by the Nizam’s pharmanama. Consequently it was felt expedient to form an exclusive service organisation for the employees in NGO cadre with the following object amongst others.

“To Strive to / redress the grievances of NGOs on service matters and to protect and promote their rights and privileges.

Accordingly in the year 1946 this organisation was formed and its constitution was framed under the title of

Hyderabad State Govt. Employees Central Union

This has been consequently renamed as Telangana Non-Gazetted Officers Union owing to the historic reasons. This is the only organisation which has firmly retained the word “Telangana” in its nomenclature for more than three decades, in view of the following few amongst various reasons and maintained its seperate entity to fight for the welfare of Telangana region.

State Re-Organistion was effected, purusant to the Report of “Fazal Ali Commission”. The Erstwhile Hyderabad State was trifurcated, and the present State of Andhra Pradesh, was formed on 1st November 1956.

Keeping in view of the anomalies of common scales and common service rules introduced in the State of Andhra Pradesh and loss caused to the employees of Telangana region in particular it was felt necessary that, there should be an exculsive organisation to fight for the injustice caused to the employees of Telangana region. Hence the word “Telangana” was added to the nomenclature of the Union to maintain its specific entity.

This has also reflected the broader aspiration of Telangana employees towards separate state hood for the region...

As such in the year 1967 without affecting any of the provisions of the constitution, the Title of the Union was changed as

Telangana Non-Gazetted Officers’ Union

The struggle for justice to the people of Telangana region in general and employees in particular had continued for decades, but in vain.

The Gentleman agreement, the six point formula, and even the G.O.Ms.No. 610 which was issued at the instance of our union to identify and rectify the occupation of jobs meant for Telangana region by the people of other regions, were deliberately ignored by the Governments in power, in the state, so far and neglected to initiate effective measures to correct the situation.

As per the Gentlemen agreement, mutually agreed on 20.02.1956, Telangana Regional Development Board shall screen all the proposals meant for the development and recruitment in subordinate service cadre posts shall be made under Mulki rules. Whereas from the date of formation of Andhra Pradesh in 1956, the Mulki rules were deliberately violated and relaxed and more than 30,000 Non-locals were appointed in the region and it is still continuing due to declaration of Hyderabad & Secunderabad as free zone. These irregular appointments and infiltration in employment had been one of the basic reasons for TELANGANA AGITATION started in December 1968.

Judgement of the Supreme Court stating that the Mulki Rules are con- stitutional, has lit the fire of anguish in both the regions. An effort was made by the central government to coreect the situation by announcing Six Point For- mula and by promulgation of the Presidential Order Dt. 18.10.1975 to regulate public employement, organisation of local cadre and regulation of direct re- cruitment.

The infiltration in employment is still continuing by virtue of defination adopted to the local candidate and recognition of Hyderabad as free zone and the situation is at its peak.

In the circumstances it has become inevitable responsibiltiy of the union, to once again reiterate its commitment towards addressing the grievances of Telangana employees.
