The new Law on Education is a complex basic act that integrates both general provisions and norms that regulate relations in individual subsystems of education. It replaces a number of legislative acts. Among them are the Law on Education of 1992, the Law on Higher and Postgraduate Professional Education of 1996.

For the first time at the legislative level, the specifics of education are determined by citizens who have shown outstanding abilities, foreigners and stateless persons, convicted. Particular attention is paid to the training conditions for people with disabilities.

The rights, duties and responsibilities of teachers are regulated in more detail. The salary of teachers cannot be lower than the average salary in the respective region.

The powers of regional bodies of state power and local self-government bodies are being redistributed to ensure the rights of citizens to receive public and free preschool education.

Moscow State University M.V. Lomonosov, St. Petersburg State University, as well as a number of other universities have the right to independently develop and approve educational standards for all levels of higher education.

Beneficiaries who are provided with such living quarters as a matter of priority are exempted from the payment for living in a student hostel. In particular, these are students from among orphans and children left without parental care, disabled people, etc. With regard to other students, the educational organization itself decides on the establishment of fees. Previously, the dormitory fee could not exceed 5% of the amount of the scholarship.

Previously, parental pay should not exceed 20% of the cost of maintaining a child in a kindergarten, and for parents with 3 children - 10%. This restriction is lifted. But the founder has the right not to charge such a fee or reduce its size for certain categories of parents. The minimum amount of compensation for part of the parental fee is tied to the average amount of this fee in state and municipal kindergartens in the region.

The decision on the reorganization or liquidation of a municipal educational organization located in a rural area should be made taking into account the opinion of the inhabitants of the settlement.

The right of pedagogical workers living and working in rural areas is retained to provide compensation for the cost of housing, heating and lighting.
