Banking regulations are established. The banking system of the Russian Federation includes the Bank of Russia, credit institutions, as well as branches and representative offices of foreign banks. The procedure for state registration of credit institutions and the issuance of licenses to them to carry out banking operations is being determined. Measures to ensure financial reliability are envisaged.
