Cruz Azul began its functions from 1927 in the amateur field.

The first years of Cruz Azul passed without pain or glory, because in the state of Hidalgo there was no regional competition that endorsed the feats achieved by the local teams; however, it was plagued with great successes in the truly amateur field since it was able to compete with second-force teams from Atlante, Marte, Necaxa, Asturias, Spain and America.

At the beginning of 1960, when the cooperative's administration, in its desire for a general restructuring, decided to give a firm and determined impulse to the sports promotion of both soccer and baseball, and to show that the initiative was truly formal, they began the construction of Stadium 10 from December. Having the stadium, the idea of bringing professional soccer to the town of Hidalgo was born and they immediately proceeded to take the necessary steps to register Cruz Azul in the promotion tournament corresponding to the 1960-1961 season.

Cruz Azul's first title came just five years after being in the First Division, it was in the 1968-69 campaign by beating Chivas Rayadas from Guadalajara on points.
