New Features

* This build includes adding requirements to the bill message of 500 characters.Changing the first encounter date to reflect on the first billing date on the encounter page.
* Not allowing any recently completed patients to be edited.
* UI label changes through out the charge capture widget.
* The ability to delete and encounter and the notifications related to the ability or inability to delete an encounter.
