Provide some suggestions for problems that the device cannot be found.
As we know the app uses BLE scan to find the device. Since BLE technology is also used in location services, if the app wants to use BLE scan, it has to have the location permission.
And recently we found BLE scan doesn't really work on some Android phones even if the location permission is granted, but with location service off. So we add some suggestions on the device list window to let users know it.
