Bably is a social meet and greet app. The app makes it possible to meet people based on filters you can set at a certain area (location like a bar, shop etc). You as user can walk in an area what is owned by the area owner to receive information or even offers. Ofcourse all can be setup as you like. The extended chat functionality makes it even possible to meet anonymous peole at a certain location before you introduce yourself.
